He was a Colombian serial killer and child rapist who murdered a minimum of 110 people, mostly young women and girls, from 1969 to 1980. He is known as The Monster of the Andes. He is one of the most prolific serial killers and rapists in history.

He was born in 1948. He grew up in a violent household. His father was murdered when Pedro was 6 months old. His mother was a laundry worker and a prostitute.

He was banished from home when he was 8 after he attempted to molest his sister. He was homeless and sexually abused in the streets of Bogota. Then he joined a gang of street children.

In 1969 he was arrested for car theft. During his imprisonment he was raped by 3 inmates. Eventually he killed all 3 of them.

He was released in 1978 and went to Peru. There he killed street children of indigenous tribes. The exact number of victims is not verified. He was expelled from Peru and sent to Ecuador. 

In 1980 he was arrested there for missing people. He refused to cooperate with police but he confessed his crimes to a policeman who pretended to be his inmate. He said that he raped and strangled his victims with his hands. He claimed that he killed over 300 people.  

In 1994 he was released from the prison of Ecuador and sent to Colombia. There he was declared insane and admitted to mental hospital. He was released 4 years later.

Today he is a fugitive. It is believed he continued killing since more bodies were found killed with similar methods of Pedro.
